It asks so basically if you have roms (games) already on your system. If you do not have you can skip that.

It also asks for some emulators which need special roms (not games), for example the PSX emulator needs the rom for psx. You can find those (with doubtful legal standing ^^) on the net somewhere. The installer tells you the filenames of the files it needs, google is a powerful tool ^^
